Review School Community Council Roles
- Lynsey & Troy
- Members are elected by their respective groups.
- The council makes decisions about the funds the school receives from the School LAND Trust Program. The council prepares and approves a school improvement plan and a School LAND Trust spending plan to identify and address the school's greatest academic need(s).
- The council's other duties include developing a Child Access Routing Plan and providing input on digital citizenship and safe technology use in schools. New rules and lines have helped smooth out the process and keep the kids safe. LG-X, KO-X motion carried
- The council may also act as an advisory board for any topics related to the functions of the school.

Title 1 Plan
- Title 1 Plan Review and Approval - Troy, sent as an email for us to review, will need to come in to sign our approval. Compare ourselves to previous years as well.

School Safety Plan
- Teanna- Developing job cards so that whoever is there during the crisis will know what to do, new system called Crisis Go, working with Lewistion City so there is a place for the kids to go in an evacuation, the ballroom and library at the Lewiston City building where there are bathrooms, have radios for communications, need to have signs in Spanish as well.

- What is the current cell phone policy? Is it the District or State that is doing it?
- It was explained that kids turn off cell phones and are not to text or call on watches once school starts and are not to use them until the end of school.

School Scores
- Troy will share our fall student scores and past years. (This was postponed to our next meeting.)
School Safety Plan
- Teanna presented: We will have permimeter staff and a check in check out table. We need to geta key to ballroom or a code, so we can evacuate their if needed. Radios are used for bus duty as well, so teachers are practiced with them for actual drills. This also helps us know when the radios need new batteries. We want the School Community Council members to come do a practice drill when we are finished adjusting the current plan.
Digital Citizenship
- Student Training - Heidi Allen presented: The librarians receives lesson plans for K-2 & 3-6. The lessons start in October. One lesson is taught each month. She reports back to the district in the spring.
Playground Update
- Troy will present.
- Soccer Goals, larger and smaller set, just getting it together $4,000
- 9 Square, look into it it, out side gag pit $2,000
- A Ball Stand will replace shorter basketball hoop outside.
- Playground equipment is now housed in classrooms and belongs to each class. They are responsible to bring it in. This is working well.
- Mr. Pugmire asked if we want to add a wheelchair piece? It will cost $31,000. Wheel chair goes up with other kids or without. Everyone agreed this is a good idea. Mr. Pugmire will have someone check out this equipment that is installed in Preston. The district is working on adding things to the playground as well.
- We are looking at adding something for the preschool playground.

- Are there any additional items or concerns that need to be brought up?
- Free and reduced lunch is now at 39% and needs to be 40%. We are short 6 kids. Mr. Pugmire is applying for an extension. We will need to push it next fall or we will lose 17 aides. We will come up with plan for how to communicate our need for parents to apply for free/reduced lunch, how to get parents to apply. Losing 6 grade should not affect it. We want parents to apply even though they bring cold lunch.
- We have one more change on after school supervision. We need a staff member at at the bike racks. That’s where the problems are occuring.

School Scores
- Lewiston student scores - Troy
- Notes: A Rainbow chart was shared. It compares year to year with the same or relatively similar kids. It is good for noticing patterns, provides a baseline, shows what teachers and staff have done to help them improve. The information comes from their reading Acadience Tests that are national normed. Troy will give them an abreviated copy of it.
School Safety Plan

- Notes: In this month’s Safety Committee meeting, they went through and defined specific roles for evacuations. We would like to do one practice with the school community council and one with volunteers, so we can see what it’s like and identify any loopholes we need to fill.
PBIS Plan
- Positive Behavior Intervention System (PBIS) - Lisa
- Notes: A Panorama QR code has been created and will be used to report an incident. It will be documented, scanned in, and will have a description of the behavior. Skills are taught in classes that give kids the tools to handle incidents involving other students. The current attendance plan is to be an incentive to be at school. There is a floating reward for classes, they receive tickets for good behavior, and popcorn is awarded to classes with good attendance. Kids love getting the tickets for being good. They are earning a Donut, a Masked Singer assembly, a Minute to Win It game time if the whole school reaches the top of the jar with the tickets.
Title 1
- Revise plan to update parents about Free/Reduced Lunch - Troy,
- Notes: It was decided that we email the application along with passing out a hard copy. A Cliff Notes version with an attachment for more detailed information—stagger emails instead of one long one.

- Notes: It was suggested that we send out a shortened description of how student pick-up, the behavior plan, and our safety procedures. We will attach detailed information to the email. This will go out at the first week of school. We need them linked on the school website.

- Approve last meeting minutes - approved
- Teri - She shared that there is no need for fundraising at Lewiston by the school. PTO can do one where students can sell things. The District does not want our students to be sales people. It was reported that Lewiston only does an end-of-year run, which does well. Teri also shared that we now have policies for upper grades with extra sports, and extracurricular activities. The Governor is considering holding kids back if not reading on grade level by third grade. There is no bill yet. Principal Pugmire shared that the District is doing a great job of updating old policies.
Title 1 Communication to parents
- Create action items for educating parents on Title 1 and why we need them to apply for Free/Reduce Lunch - Troy
- Notes from the previous meeting: It was decided we should email the application and also pass out a hard copy. A Cliff Notes version will be given in the email with an attachment that has more detailed information. We will stagger emails instead of sending one long one.
- Basic information needs to be communicated to parents. This includes the benefits of Title 1 to individuals and the school. Parents can still qualify, but not use it if they choose. The school still gets the benefit. We need to change the outlook of applying for Free/Reduced lunch. We need to explain that by them not applying, then all the kids do not get the benefit of Title 1.
- We need to explain where the money goes and what happens when we do not have that money.
- Aids, technology, remediation (tag meetings for kids with acedemic, or behavioer) with aids to support the kids instead of all on the teacher
- People need to know the deadline, which is October 1st, can apply in July, let know at the end of the year, talk about it during the summer, need to reapply every year, Video (30 sec) with people there to talk to, bullet point with why and benefits, get on kindergarten parent information, need Cliff note version for kindergarten to do at information night. Parents need to be educated quickly and efficiently,
- Next meeting have cliff notes to we can revisit and revise, Tina does script for a video, Kaitlin’s husband do video.

School Improvement Plan
- Instead of focusing our school plans on scores, we will focus our plans on systems. We will use scores to assess needs and measure the success of our goals. - Troy
- Scores help show our weaknesses and strengths, Want to focus on more than just the scores, focusing on specific areas of weakness and the increased scores are a byproduct of the the new focus.

- Kaitlin - Where are we at with adding the new playground equipment for wheelchairs?
- The District will be making some changes to our playground for students with wheelchairs. We want to combine new equipment with their changes. We would like to look at the preschool/kindergarten playground to see what we can provide for wheelchair kids. Problem is the expense of the equipment to make the playground more accessible. This includes coming up with small things wheelchair kids can do or others with limitations can participate on the playground.

- Shared the current draft. A few revisions were offered and made.
- We discussed ways to get illegal immigrants to fill out forms for free and reduced lunch without putting them at risk. Our ELL teacher will talk with them.

- We will share our Title 1 Family Engagement Policy over email, so everyone can review it and offer any suggestions or changes.
- We reviewed the website changes that are needed.
- Here is the required section that we are missing in the Rule of Order and Procedure for SCC.
- Reporting Conflicts of Interest: If a council member needs to disclose a conflict of interest, they will contact our local school board member assigned to Lewiston Elementary SCC or the current chair (Teri Rhodes), CW-1st ™-2nd approved it.
- This will be emailed to committee members not present for their input and approval.
